ci: 添加发布到注册表的CI工作流

- 创建了基于标签推送触发的发布工作流
- 实现了仓库代码检出和文件列表展示
- 添加了使用阿里云镜像源的依赖安装和打包步骤
- 集成了将构建产物上传到私有注册表的功能
- 配置了完整的CI运行状态输出和调试信息
