chore(release): 1.0.0-beta.11

- 添加 EnvConfiguration 接口，定义开发和生产环境常量
- 添加 ServiceProviderConfiguration 接口，继承环境和站点配置接口
- 添加 SiteConfiguration接口，定义中国和北美站点常量
